The price on the sheet is not the whole cost of an apartment. In Ajman the main addition is the registration fee charged by the emirate’s land department, plus a title-deed fee, and later the running costs of the building. This article lists those costs with their sources and works them through on real Salsabeel prices. It does not estimate anything that is not published.
The registration fee
Sales of real estate units in Ajman are registered with the Department of Land and Real Estate Regulation. On its service page “Sale registration of a real estate unit” (read 25 October 2026) the department lists the registration fee as:
- 2% of the value for UAE and GCC nationals;
- 3% of the value for foreign residents;
- paid by the buyer, plus a title-deed fee of AED 350.
Rates on government pages can change, so check the page itself before you finalise a budget; the figures above are what the page showed on the date given.
Worked examples on Salsabeel prices
Using the developer sheets quoted on this site:
Azora Tower studio, from AED 398,039 (availability sheet of 14 September 2026)
- Registration at 2%: AED 7,961
- Registration at 3%: AED 11,941
- Title deed: AED 350
Salsabeel Golf View Residence studio, from AED 594,784 (sheet of 20 October 2026)
- Registration at 2%: AED 11,896
- Registration at 3%: AED 17,844
- Title deed: AED 350
The Evaluate your unit page computes the 2% figure automatically for any listed unit of either project and shows the department’s page as the source.
When the fee is paid
The registration fee is paid when the sale is registered with the department, which for an off-plan unit happens after the booking payment and the signed agreement. Keep the receipt with your contract; it is part of the ownership file.
Costs that belong to the payment plan, not to the fees
Buyers sometimes mix the plan with the fees. The plan is the price itself, split over time. On the current Salsabeel sheets:
- Salsabeel Golf View Residence: 15% at booking, 10% on handover (Q1 2027), the balance in monthly instalments over up to 8 years, paid directly to the developer. Instalments start at about AED 4,646 a month on the entry studio.
- Azora Tower: 10% at booking, 10% on handover (Q2 2028), 80% over 96 months, paid directly to the developer, no bank. The studio instalment starts at about AED 3,296 a month.
The sheets also show a small administrative amount in the booking column; ask the sales team for the exact figure for your unit so that your first payment matches the sheet to the dirham. Our guide to reading a developer payment plan covers the plan line by line.
Costs after handover
After handover an owner pays the building’s service charges, which cover maintenance of the common areas, and utility connections for the unit. Neither is on the price sheet because they are set per building and per provider. Ask for the expected service charge before you sign, and budget for it from the handover quarter.
No bank, so no bank fees
Both current Salsabeel projects are sold with the developer’s own payment plan, “directly with the developer, no banks”. That removes mortgage arrangement fees, valuation fees and interest from the buyer’s cost list, which is often the biggest saving in the whole calculation. It also means the buyer’s obligation is to the developer under the sale agreement, so read the payment schedule and the late-payment clause with care.
A one-page cost summary
For a foreign-resident buyer of the Azora Tower entry studio, the published costs at the time of writing are:
- Price: AED 398,039 (10% at booking, 10% at handover, 80% over 96 months).
- Registration: 3% = AED 11,941, paid at registration.
- Title deed: AED 350.
- After handover: service charges (ask for the figure).
For a UAE or GCC national the registration line becomes 2% = AED 7,961. For Salsabeel Golf View Residence replace the price with AED 594,784 and the registration with AED 11,896 (2%) or AED 17,844 (3%).
